Paul Higgins: Exactly my experience with Flexicar here in Melbourne. In part it is because people who go for the service are a group tending towards these things. The other part though has been an interesting experience. Moving the cost of car travel from payments that are mostly distant to the time of travel (capital, depreciation, registration, maintenance, tyres, etc) to paying for each event as it happens changes people’s attitudes. My partner Jo will say to me ” why are you going to pay $20 for a car to do XXXX” My reply is why are you happy to have a car mostly sitting in the street and costing you $200 a week. To be fair she needs her car because of work and a flexi service can’t work for her but it has worked perfectly for us to get rid of our second car. I am certainly using public transport more and riding my bike more and have more than halved the overall cost of having that second car as well as reducing parking congestion locally. The critical part though is having three things before it will work:
Enough cars to make sure that people will always be able to get one when they need one.
Enough easily reached public transport.
Good biking facilities - lanes, paths and showering facilities at work.
Without those components it does not work.

But that doesn’t mean people aren’t going anywhere. Zipcar members are walking more (up 21%), biking more (up 14%), and using public transit more (up 11%).
